Welcome to the Security Training Center^® Management Update. This newsletter is specifically for security guard operations and training managers. It is short, to the point. Stay appraised of changes to California laws and regulations relating to the security industry.

Another New BSIS Initial Application Form

For the second time in 2019, the BSIS has released a new edition of the Application for Security Guard Registration. The date stamp in the lower-left corner is 6/2019. There are several changes to the new form:

• Complete change to layout.
  The entire form has a new look and feel. The field spaces are generous and make it much easier to complete.
• The BSIS wants the application BEFORE the Live Scan.
  The top of the first page now includes clear instructions that the BSIS wants the application before the Live Scan.
• 3 pages of instructions.
  The application packet is now 5 pages long. 2 pages to be completed by the application and instructor and 3 pages of detailed instructions.

Similar changes were made to the Application for Proprietary Private Security Officer form.

From the BSIS

In an effort to reduce deficiencies, better assist applicants, and streamline application processing, the Bureau of Security and Investigative Services has revised the initial Security Guard and Proprietary Private Security Officer (PSO) applications.

The updated Application for Security Guard Registration and the Application for Proprietary Private Security Officer, which both have a revision date of June 2019, include updated language for the following items: eligibility exemptions for Active Duty Police Officers (ADPOs), expedited services for honorably discharged active duty members of the U.S. Armed Forces, mandatory disclosure information, and instructions on the responsibilities of holding their registration. In addition, the updated applications include a notification directing applicants to submit their application before completing their criminal background check (i.e. Live Scan or fingerprint hard cards) and feature an "Agency Use Only" box at the top of the application. Please note, this box is NOT to be completed by applicants and is only to be used by Department of Consumer Affairs and/or Bureau staff.

Annual Refresher Course: $23.99

Don't forget that the BSIS requires an 8-hours refresher course every year, not just at guard card renewal time. This is for all guards that stand a post. "...a licensee shall annually provide each employee registered pursuant to this chapter with eight hours of specifically dedicated review or practice of security officer skills..." Business and Professions Code Section 7583.6(f)(1).
